HRIS is the record system — employees, PTO, docs, org chart. HR software is that plus soft modules (reviews, engagement, light hiring). If a vendor calls their product "HR software," look for the HRIS at the core.

Why the confusion exists
Twenty years ago "HRIS" was an accounting-adjacent product — think database with a login. It ran on-prem, had spreadsheet-style reports, and lived in the HR closet. Then SaaS happened.
Modern HRIS vendors realised nobody was Googling "HRIS." They rebranded as "HR software" or "people platform" and added reviews and engagement to justify the label. The core is still an HRIS. The wrapping is what changed.
For a small business, this means one thing: ignore the label, buy on capability. Ask what happens to a PTO request, what happens when someone leaves, and whether reports are self-service or "email us." That tells you more than any category badge.
