HR software vs HRIS

Vendors use the two words interchangeably, and that's mostly a marketing choice. Here's the difference that actually matters when you're picking one.

TL;DR

HRIS is the record system — employees, PTO, docs, org chart. HR software is that plus soft modules (reviews, engagement, light hiring). If a vendor calls their product "HR software," look for the HRIS at the core.

Why the confusion exists

Twenty years ago "HRIS" was an accounting-adjacent product — think database with a login. It ran on-prem, had spreadsheet-style reports, and lived in the HR closet. Then SaaS happened.

Modern HRIS vendors realised nobody was Googling "HRIS." They rebranded as "HR software" or "people platform" and added reviews and engagement to justify the label. The core is still an HRIS. The wrapping is what changed.

For a small business, this means one thing: ignore the label, buy on capability. Ask what happens to a PTO request, what happens when someone leaves, and whether reports are self-service or "email us." That tells you more than any category badge.

Frequently asked questions

Are HR software and HRIS the same thing?+

Nearly. HRIS is the record-keeping core (employees, PTO, docs, org chart). HR software is the marketing umbrella that covers HRIS plus adjacent modules like reviews, engagement, and light hiring. Every HRIS is HR software; not every HR software is only an HRIS.

Is BambooHR an HRIS or HR software?+

Both — BambooHR started as an HRIS and expanded into performance and hiring, so vendors sell it as 'HR software' but the record-keeping is still the core.

Do I need an HRIS if I use Gusto for payroll?+

Under ~10 employees, no — Gusto's records module is enough. Past that, PTO tracking, org charts, and document retention are where a real HRIS earns its keep.

What's the difference between HRIS and HCM?+

HCM is HRIS + payroll + talent (recruiting + performance) bundled. It's the enterprise flavour — Workday, SAP SuccessFactors. Small businesses almost never need it.

Which HRIS is best for small business?+

BambooHR is the safe default. Rippling if you also want device management. See our full picks in the best HR management software guide.
